JAMES BARKLEY is the Chief Operating Officer
of CASS Professional Services Corp. (CPS).
Jim is a highly seasoned military and civilian aviator with
over 35 years in the training and mobility community at all levels and disciplines
and has served in key positions in both as well. He is a worldwide current qualified
Line Check Airman in 5 variants of the 757 and 767. He has over 13000 flight hours in
the T-37, T-38, KC-135, C-5, B727, B737, B757, B767, B777, A319, and A320.
He is currently qualified to teach and evaluate in all areas of the world including Asia,
South America, and Europe.
In his civilian capacity he is a FAA Certificated Line Check Airman. He holds type ratings in the B737, B757, B767, B777, and the A319/320. He has served as a B777 Pilot instructor training maneuvers to include Upset Recovery, International Navigation, and Controlled Flight into Terrain. He has taken and taught numerous classes on Crew Resource Management, RNAV approaches, ETOPS (extended operations or engine out operations), Wind Shear Recovery, and others. He is a FAA certificated AQP instructor pilot..
In his military capacity, he served as the Mobilization Assistant to the
Commander in USAFE, the Commander at Air Education and Training Command, and the Director for Plans
and Programs HQ USAF. In all the positions he is ready to assume lead in the absence
of the commander/director. He was also a Battle Watch Commander in charge of a 100-person team in the Global Operations Center, United States Strategic Command. In this position he advised the Commander on both kinetic and non-kinetic options. He was the Commander of the 336 Air Refueling Squadron, leading nearly a 100-person team including pilots, boom operators, and maintainers in world-wide operations. He was responsible for all training, maintenance, and combat operations. During this time, his squadron was awarded the nationwide squadron of the year. He was the Chief of Training for Headquarters 4th Air Force, U.S. Air Force Reserve Command (AFRC). He was responsible for oversight of all training doctrine for the KC-135, C-5, and C-17. He started his career as a T-38 instructor pilot and rapidly advanced to check and then evaluator pilot. He was responsible for safety, aerodynamics, crew leadership management (CRM), advanced instrument, navigation, and formation instruction. He was awarded Instructor of the Quarter multiple times. He was also the Top Stick out of Undergraduate Pilot Training at Williams AFB.
He is a decorated combat veteran with multiple operational deployments supporting ENDURING FREEDOM and IRAQI FREEDOM. He was an expeditionary squadron commander deploying his squadron during operations ENDURING FREEDOM and IRAQI FREEDOM. He has stood up multiple organizations to include the Joint Strategic Reserve Unit at Strategic Command bringing together and streamlining access to 620 Army, Air Force, Navy, and Marine members. He served as JSRU Deputy Commander as a Colonel during this period. He was also the Chairman of the SAC (Strategic Advisory Capability) at Papa, Hungary leading 12 nations who co-owned and operated 3 C-17's.
He graduated from the Arizona State University with a Bachelor of Science in Finance, Masters of Business Administration in Finance and Accounting from Regis University, and was the Air Force Reserve's only selection for the prestigious National Security Fellowship at Harvard University. He is a graduate of several military schools including Air Command and Staff College, Air War College, Advanced Joint Professional Military Education, and Senior Leader CAPSTONE at the National Defense University.
